FOUR STAGES TO ACHIEVE THE OBJECTIVES

A NEW NAME FOR GREAT KARACHI: KRACHISTAN — OR SOMETHING ELSE?

ESTABLISHMENT OF NEW PROVINCES IN PAKISTAN

The Constitution of Pakistan has made the establishment of new provinces 100% impossible. According to Article 239 (4) of the Constitution of Pakistan, an amendment bill can be introduced in either House of Parliament in accordance with the constitutional procedure laid down for the establishment of a new province; however, its approval will require a two-thirds majority in both the National Assembly and the Senate. Moreover, the approval of the relevant Provincial Assembly is also a mandatory condition for changing the status or boundaries of any province.

ACCORDING TO CLAUSE (4) OF ARTICLE 239:

A Bill to amend the Constitution which would have the effect of altering the limits of a Province shall not be presented to the President for assent unless it has been passed by the Provincial Assembly of that Province by the votes of not less than two-thirds of its total membership.

CONSTITUTION OF PAKISTAN: ESTABLISHMENT OF NEW PROVINCES AND REFERENDUM

Generally, those opposing the creation of new provinces cite Article 239 (4) of the Constitution and those in favor of creating new provinces cite Article 48 (6). The details of which are as follows:

239 (4) A Bill to amend the Constitution which would have the effect of altering the limits of a Province shall not be presented to the President for assent unless it has been passed by the Provincial Assembly of that Province by the votes of not less than two-thirds of its total membership.

But, will all the people of a province or a two-thirds majority of them demand a new province? No, not at all. Rather, it is because of the oppression, abuse and exploitation of the two-thirds majority of any province that the one-third minority demands a new province for itself.

The only solution to this situation is a referendum, but the constitution regarding referendum is as follows:

48 (6) If at any time the Prime Minister considers it necessary to hold a referendum on any matter of national importance, he may refer the matter to a joint sitting of the Majlis-e-Shoora (Parliament) and if it is approved in a joint sitting, the Prime Minister may cause such matter to be referred to a referendum in the form of a question that is capable of being answered by either ‘‘Yes’’ or ‘‘No’’.

To become the Prime Minister in Pakistan, it is necessary to join hands and hold feet with those parties with whom one does not agree with the heart and mind, then how is it possible that a Prime Minister, on the voice of his conscience, on the voice of the people of an area, against the politicians in power, implement the provision of the above article for the division of a province and the formation of a new province. Also, this article and the provision are related to “National Importance”, not to matters of “Provincial Importance Or Regional Importance”.

NATIONAL REFERENDUM FOR THE GREAT CITY OF KARACHI

The United Krachistan Movement firmly believes that a national referendum can save Pakistan. For the stability of Pakistan—and for the satisfaction, peace, development, prosperity, and future of the residents of the great city of Karachi—an independent, transparent, and impartial referendum has become unavoidable. This referendum must be conducted strictly within the framework of the Constitution and the law, after comprehensive and necessary consultations at both the provincial and federal levels, on the following three priority questions. Following public consultation, the United Krachistan Movement will soon launch a nationwide “Public Outreach Campaign” in this regard.

  • Priority One: As a citizen of Karachi, under the present circumstances, would you prefer to continue living as it is, under the administrative control of the Government of Sindh?
  • Priority Two: As a citizen of Karachi, would you prefer that in the future Karachi be placed under the administrative control of the Government of Pakistan (Federal Government)?
  • Priority Three: As a citizen of Karachi, would you prefer that in the future Karachi be made a separate, independent, and autonomous province, and that you live within it?
  • Note: With regard to the National Referendum for the Great City of Karachi, the great citizens residing in Karachi—along with citizens across Pakistan and overseas Pakistanis—are invited to submit their written suggestions, criticism, and opinions. All valuable input received will be accorded serious and respectful consideration. In accordance with the will of the people of Karachi, the proposed new province may be named Krachistan, or any other name—including Karachi itself—is possible. It is imperative for those in power to reflect deeply on this proposal, lest it becomes too late, and the people of Karachi—exhausted and pushed to the brink—unite around some “fourth option.” Time is ruthless. We all know that today, every citizen of Karachi is not a suicide bomber—but a walking volcano. And Allah Almighty is watching everything. Decisions made in the heavens do not take long. The people are the true owners of Pakistan. According to the statistics of ground realities, Pakistan stands on the edge of destruction.
